Elma Saiz is a lawyer and Spanish politician with extensive experience in public administration, fiscal policy and economics. Since November 2023, she has served as Minister of Inclusion, Social Security and Migration of the Government of Spain.  

She was a member of the Parliament of Navarre for the Socialist Party of Navarre regional branch of the Spanish Socialist Workers' Party (PSN-PSOE) (2003–2007), Delegate of the Government of Spain in Navarra (2008–2012) and Director of the Navarre Institute for Equality and Family (Instituto Navarro para la Igualdad y la Familia) (2012). She subsequently served as the Regional Minister of Economy and Finance of Navarre and Spokesperson of the Government of Navarre.
