Josep Borrell is a former High Representative of the European Union for Foreign Affairs and Security Policy (2019–2024) and a former President of the European Parliament. During his tenure as head of European diplomacy, he advanced a foreign policy focused on strategic autonomy, security and defence, as well as on managing relations with global powers and key regions.  

He is currently the Chairman of the Barcelona Centre for International Affairs (CIDOB), where he furthers discussions on major international challenges and Europe’s place in a landscape shaped by geopolitical competition, the digital transition and the climate emergency.
